Here's my idea there might already be something like this so correct me if im wrong.

Line the bottom of the tank with tubing that has heaps of holes in it connect this to your aerator when its time to clean your gravel/sand turn the aerator on for a few minutes hopefully this will push all the food scraps, debris and fish poo into the water which can then be removed by the filter.

How does this sound any sugestions or improvements, will this work?

Why not just use a gravel siphon?
Then all the fish waste is sucked directly out of the tank into a bucket,
Sorry mate but all i can see your idea doing is making the water cloudy and foul, clogging up the filtration system prematurely and covering the whole tank in a film of debris.
I think the gravel siphon system is a good one.

the idea is to not use the gravel syphon because i think that it already clouds the water up a fair bit and to reduce stress on the fish

Well you could run an under gravel fliter in reverse all the time buy pushing water down into the uplift with a pump.
Or better still using an external cannister. This way the gravel should stay clean and all the crap is picked up by the cannisters inlet.
