There should be energy use info. on the box, or in the instructions for your filter to tell you how much it uses per hr. As for your heater, that's a little bit more difficult, as most modern heaters are run using a thermostat which only turns the element on when the water temperature drops below a certain threshold. If they're going to be that tight about it, tell them they have to watch the tank for an hour and record how often the heater turns on, and get them to do the maths themselves :p
Alternatively, you could provide them with a spoon full of cement each...

heaters aren't that expensive to run. Though it does depend on the size and the number. One isnt going to make much difference to an electricty bill. As Woodsey says they turn on and off and that would depend on the room temperature. You could work out how much a filter costs by the wattage per hour. Check your electricity bill for the cost per kilowatt?

ok i think this is right but a sprky might correct me, here goes
my power co charges me 15.6c per KWH (kilowat hour)
1 KWH is equivelent to 1000w per hr
so if you used a 200w heater (0.2Kw) for 24hrs it would cost you 74.88c per day BUT as Woodsy said , your heater isnt on all the time, so its hard to calculate, your filter on the other hand is easy, my canister filter is 20w, therefore 20w=0.02kwh x 24hrs a day x 15.6c per kwh = .07488c per day
i am pretty sure thats right so about$2.25 per month for the filter
