As recommended on several posts I have tested my tap water  which is extremely high - off the chart blue....

Wondering whether anyone has any suggestions on how to bring it back to neutral

Planning on planted tank x 2, one with live bearers and the other with loaches atm, currently cycling extremely muddy water with no fish no plants

Also there is no driftwood, so basically it is muddy water with substrate atm

You can try adding peatmoss from the local aquarium. It naturaly brings down the ph with humic acid.
Just a handful in a stocking added to your cannister. But keep measuring the tank ph to be careful.
I have known people using certain acids but I have never tried it so am not really game to recommend it..

Try Neutral or Acid Regulator (Seachem) - It's got everything you want in a buffer ;)

g'day

As the joz said, peat is good for bringing down the pH. Since you're going for a planted tank, why not use CO2 injection. This would bring down the pH and provide the CO2 as fertiliser for the plants.
I would start off with a DIY system that needs to be refreshed every 2 to 4 weeks and see how you go. Thee are many posts on TFT and other forums describing this type of system.
Cheers
